REPORT OF VISIT OF “KASTURI CHILDREN CARE HOME” KAMRUP (M)

A team of the Assam State Commission for Protection of Child rights  visited the Child Care Institute named KASTURI CHILDREN CARE HOME at  Sixmile, Surajnagar, Guwahati on 8th of February 2018, headed by Dr Sunita Changkakati, Chairperson ASCPCR, Mrs.b Rupa Hazarika, Member, and Sumindra Bhuyan, L.D Assistant.

 

Observation of the Commission

 

The team of ASCPCR found that the KASTURI CHILDREN HOME sheltered Children, affected with HIV and for many even the parents were HIV positive. The CCI was established on 2013 and financially supported by Assam Sate Aids control society, Assam since them. The team found that the Institute is not registered under Juvenile Justice (Child Care and Protection) Act 2015, in SCPS, Assam, but have already applied for registration.During the visit it was observed that Child Care Institute is attached with VIHAAN care & support Centre for counseling of HIV Positive People. It was informed to the team that the HIV test examination is free of cost at GMCH for HIV Positive Children but most of the medicine have to be purchased from outside.

Recommendations

The commission recommended that the Child care institute should be immediately registered under Juvenile Justice (Child Care and Protection) Act 2015, in SCPS, Assam, and all HIV medicine should be free of cost from GMCH for HIV affected children. The Commission also recommended that the car for school transport facility from Assam State Aids Control society should be provided for the children of Kasturi Child Care Home.
