    Awareness and Capacity Building about Juvenile Justice & POCSO

    1. A State Level Sensitization cum Consultation Workshop on Support Persons W.R.T Section 30 of the POCSO Act, 2012 in Assam was organized by the National Commission for Protection of Child Rights in collaboration with the Assam State Commission for Protection of Child Rights, facilitated by Seva Bharati Purbanchal at Conference Hall-3 of National Institute of Rural Development & Panchayati Raj. The workshop was graced by Dr. Sunil Mahanti, Social Worker & Educationist as the Chief Guest. Among other dignitaries who graced the workshop were Shri Ramen Sarma, President, Seva Bharati Purbanchal, Members of the ASCPCR Shri Phanindra Bujar Baruah, Smt. Mousumi Brahma, Ms. Bandana Sasoni and Adv. Krishna Sarma, Asstt. Professor, J.B. Law College.Chairpersons and Members of Child Welfare Committees, Officials of Dist. Child Protection Unit and representatives from civil society organizations were the stakeholders of the State Level Workshop.
    2. The National Commission for Protection of Child Rights in collaboration with the Assam State Commission for Protection of Child Rights organised a State Level Sensitization Workshop on Provision of Juvenile Justice (Care and Protection of Children) Act 2015 with its model Amended Rules in 2022 in Guwahati on 03rd October 2024. The Dignitaries present in the programme were Hon’ble Chairperson of ASCPCR –Dr Shyamal Prasad Saikia, as the Chief Guest, Smt Rilanjana Talukdar Mahanta, Member ASCPCR, Dr. Gitanjali Ghosh, Associate Professor, Deptt. of Law, Tezpur University,Smt. Sarmistha Barua, APS, AIGP, Welfare & Nodal Officer, Sishu Mitra Resource Centre(SMRC), Smt Gitanjali Doley, APS Addl SP cum Co-ordinator SMRC, Smt Rozy Sarmah, APS, SP. (CID) and Dr. Diganta Barman, Asst Professor, GMCH Dept.of Paediatrics.
    3. The Assam State Commission for Protection of Child Rights in collaboration with Kosi Lok Manch and ADARSHA-Foundation for Child Empowerment organised District Level Capacity Building Programmes on Protection of Children from Sexual Offences Act, 2012 and Juvenile Justice (Care & Protection of Children) Act, 2015 in seven districts of Assam. Police Officers and Members of the Special Juvenile Police Unit, Child Welfare Committee and Dist. Child Protection Units. The schedule of the workshops is provided below-

    5. On 16/11/2022, the ASCPCR organized a One Day Awareness Programme on Child Abuse at Bongaigaon College as part of the ongoing Child Safety Week from 14-20 November 2022. Dr. Pilu Hazarika, Hon’ble Member of ASCPCR in her welcome address shared about the significance of the child safety week- an initiative to observe Children’s Day and Child Rights Day. The programme was graced by Dr. Dinesh Das, Principal, Bongaigaon College, Addl. Superintendent of Police (Crime) Shri Nitumoni Das who also shared their valuable inputs before the participants. Also present in the programme was Shyamashree Saikia, ACS, Asstt. Commissioner Bongaigaon. Shri Tarun Dey, AJS, Secretary Dist. Legal Services Authority, Bongaigaon who was the resource person in the programme spoke about various provisions of the Juvenile Justice (Care & Protection of children) Act, 2015 (as amended in 2021) and the Protection of Children from Sexual Offences Act, 2012. The programme saw participation from panchayat members, school teachers, child development project officers, civil society organizations.
    6. On 15/11/2022, the ASCPCR organized a One Day Awareness Programme on Cyber Safety at the conference hall of the Deputy Commissioner’s office, Hojai. Chaired by Shri Phanindra Bujar Baruah and Shri Ajoy Kumar Dutta, Hon’ble Members of ASCPCR who shared about the mandates of the ASCPCR and the existing child protection mechanism of the state, Shri Manas Jyoti Nath, ACS , Addl Deputy Commissioner Hojai also shared his views about the situation of children in the district which needs. A session on cyber safety was delivered by Ms. Mridusmita Dutta, Technical Consultant ASCPCR. CEO Zilla Parishad and Addl. Superintendent of Police Hojai were among the guests of the workshop. The Workshop was attended by school principals, school management committees, civil society organizations and local journalists.
    7. A One Day Awareness Workshop on Child Rights Issues with emphasis on Cyber Crime was organized by the ASCPCR on 3/11/2022 at Debraj Roy College Auditorium in Golaghat. The workshop was led by Dr. Sunita Changkakati, Hon’ble Chairperson of ASCPCR, along with ASCPCR Hon’ble Members Dr. Pilu Hazarika, Shri Phanindra Bujar Baruah, Shri Ajoy Kumar Dutta, and Technical Consultant Nandinee Das. Hon’ble Chairperson and Members of the ASCPCR spoke about the ASCPCR and the legal framework for protection of rights of children. Nandinee Das, Technical Consultant of ASCPCR spoke about cyber crime and cyber safety. The workshop attended by School Principals of Sankardev Sishu Niketan from six districts of Assam
    8. The Assam State Commission for Protection of Child Rights conducted a series of Refresher Workshops on important provisions of the Protection of Children from Sexual Offences Act, 2012 and Juvenile Justice (Care & Protection of Children) Act, 2015 for the Police officers and Members of the Special Juvenile Police Units of Assam. The One Day Zonal Level Workshops were conducted in, Nagaon, Barpeta, Dhubri, Dibrugarh, Hailakandi, Kamrup Metro, Jorhat and Sonitpur districts from February 2022 to March 2022.
    9. The Assam State Commission in collaboration with UNICEF, Assam organized Zonal level Consultations on the status of Child Protection with special focus on the performance of the DCPU and Police from October 2018 to November 2018 as per the schedule provided below-
