Introduction

Dr. Shyamal Prasad Saikia, the 5th Chairperson of Assam State Commission for Protection of Child Rights is a dynamic, efficient, hardworking and influential figure who took Voluntary Retirement from the Indian Police Service (joined as APS Officer in 1993 and promoted to IPS in 2005). As a Police Officer, he served in many districts of Assam in different capacities. Dr. Saikia’s fearless leadership and exceptional commitment to State Security have earned him a sizeable number of rewards and recognitions. As a Police Officer, he is known for his relentless fight against the militancy and other criminal activities in Assam and his story is one of resilience, courage and dedication.

Early life, Professional and Educational Journey:

Born and brought up in Nagaon district, Dr. Saikia did his schooling from Dawson Higher Secondary and Multi-Purpose School, Nagaon, Assam and graduated from Nowgong College which was affiliated to Gauhati University. He pursued his Masters degree in Sociology from Dibrugarh University, LL.B. and Ph.D. Degree from Gauhati University, Guwahati.

Rewards / Awards and Recognitions:

Because of his outstanding service and professional competency during his Police Service tenure, Dr. Shyamal Prasad Saikia was well recognized with National as well as State level Awards / Rewards / Commendations and Appreciations that are reflected below-

1. Police Medal for Gallantry by the President of India in 2008.
2. Police Medal for Gallantry by the President of India in 2009.
3. Police Medal for Meritorious Service by the President of India in 2014.
4. Police Medal for Internal Security by the President of India in 2002.
5. Police Special Duty Medal from the Ministry of Home Affairs, Govt. of India in 1997.
6. Chief Minister’s Medal for outstanding professional competency in 2008
7. Chief of the Army Staff Commendation (Gold) Medal in the year 2008.
8. Director General of Police, Assam Commendation (Gold) Medal in the year 2009.
9. Director General of Police, Assam Commendation (Silver) Medal in the year 2003.
10. Police Hardship (Special) Duty Medal in 2000.

Apart from the above National and State Level Recognitions, Dr. Saikia had received Fifteen (15) No’s of Commendation Certificates from various Director Generals of Police, Assam and more than 50 nos of appreciation letters from senior Civil and Police officers for his utmost sincerity and outstanding professional competency in many crucial situations in the State.

Dr. Shyamal Prasad Saikia was not only a Police Officer but also a very cultured personality with a broad soul and mind. Since his student life till now, Dr. Saikia has been rendering his service in various spheres to the society as a whole as a result, he was recognized with quite a good number of rewards by the National and State Level Organizations.
